I'm thinking flying creatures (beauty is, it can be interchangeable betwixt various insects & fey), but I don't see why you couldn't base them as a ground creature. Anyway on a sheet of wax/parchment paper lay down a fairly large glob of hot glue & while still warm & tacky to the touch grind on some cracked pepper, glitter or other such tiny particles of your choice (not a lot, but enough to see the specks throughout the translucency of the glue). Now lay over the pepper, etc. more glue trying not to overflow the existing blob. Allow to dry (hopefully it dries in a nice rounded yet not too uniform shape). Repeat till you get the desired look you want, pop it off the paper, wash it with a light coloring if you want a certain type of aura, let dry, & glue the swarm to a flying base .... Any critiques or other ideas on how to make a swarm would be well received. ;p

Epoxy might work better at capturing the ground pepper/sand/whatever. I don't think the translucency will help, I suspect only the surface grit will show properly. This is a perfect idea for representing an Insect Swarm spell. I like it. Thanks for sharing the idea/concept.
I would recommend using Parchment Paper, as opposed to Wax Paper, as virtually nothing sticks to Parchment Paper (even paint will flake off, after it dries); Hot Glue WILL adhere to Wax Paper, but it won't stick to Parchment Paper... That is how I made my Hot Glue spider webs, by tracing them out on a sheet of Parchment Paper -- when cool, they lift right off, without damage. Cheers!

I was in Michael's the other day, looking at the Halloween stuff. They have a section for cake/cupcake decorarating. In that section, they had these sugar sprinkles shaped like tiny spiders, skulls, bones, etc. I wonder if you could spray coat them in varnish to seal them then use them in a swarm type application. Whatever you use, would need to dry superfast (tm) or it will dissolve the sugar.
Guess I need to go back Michael's.
The dollar store had these very small plastic bats. Only bad thing is that the 'bat texture' is only embossed on one side. The back of the bat is supersmooth (tm). A bit of paint could help allude or it can be left alone. Gonna stick a bunch on wires for a flying bat swarm.

What about flipping the idea...make a plain base, add a curved wire to "hang" the swarm from, and then locate the swarm on the top end of the wire. If you can find a clear plastic container...preferably the thin, flexible, bubble-package kind, you can simply glue the bugs, bats, beads, etc to that plastic which can flexibly "swarm around" a mini. Otherwise, just make a "swarm tile" and hang it from that wire.
One other thought...use a clear plastic dice case and glue the swarm to the outside of that and then simply place the case over the mini.
BTW, I found at Michaels (albeit anywhere else, I am sure) a pack of tiny beads of a metallic bluish-black color. If I arrange them carefully, I am thinking I can make a scarab or beetle swarm. Any thoughts as to pushing a coin into the middle first and then put the "swarm" around it? If you remove the coin, then you can put mini in the middle since swarms can occupy the same space.

Thanks for posting this, belatucadras! Might be able to use multiple layers of spray coat, satin or gloss, that might dry fast enough if you used lots of light coats to not dissolve the sugar! I picked up a bunch of those bats and when I finally looked at them noticed the same thing. Maybe a little bit of hot glue on the back and some paint might cover it. I'm repainting them anyway so...
