I will be playing in a Mutants and Masterminds game coming up in a month or so, and I could use some tips on making a base that looks somewhat cloud-like. The character flies, and is rainbow themed (lost a bet) so I figured a cloud base would be appropriate.

There are a few ways to my way of thinking that you could go:
1. Cotton balls could work for a soft look.
2. You could use green stuff, air dry clay or some other medium to form the cloud shape you want then paint it.
3. With all the cool things people have been doing with hot glue, you could probably get a nice representation of a cloud using that then painting it. Lay down an organic, amoeba shape and let it cool, then just layer and cool, layer and cool.
I think I would try the glue stick. Sturdier then the cotton ball and probably easier to do then the clay. Plus near instant gratification.

Scrap bookers have a foam like paper that they use for raised effects. It comes in sheets. It could easily but cut to a cloudish shape.

Mention of scrap bookers made me think of those weird paints for decorating clothes. Isn't there a puffy paint? That could work.

The paper and / or cotton could be put on a Styrofoam of polystyrene base. If spray basing - paint with white glue first.

I ended up doing a few things for the base to see how it would turn out. First I painted the top of the base white and the edge a light blue. I adhered my figure with rubber cement and let it dry a bit. While waiting for it to dry I took a cotton ball, cut some pieces off and fluffed it up. When the rubber cement had mostly dried I added white glue to the base and then added my cotton pieces. I used a toothpick to smoosh it down in a few places and a pair of sharp scissors to gradually trim away the excess. Trim a little, poke a little, repeat until satisfied. I'm... uneasily satisfied with how well my serious attempts at making a cool base are turning out. Cloud Base 1Cloud Base 2Cloud Base 3Before anyone comments on the mini, I lost a bet.

I have a friend who is a big fan on the character Rainbow Dash, and can't understand why my preferences lie elsewhere. I had told her I was thinking up ideas for a Mutants and Masterminds character and she gave me a two part challenge. First I had to make a Rainbow Dash inspired character, and if I ended up liking it I had to play it. I lost. Since my painting skills aren't that great and my funds very low at the moment I thought it'd be fitting to take a small vinyl figure of the character, do some paint touch ups, and stick it on the base for my mini. The one thing I need to keep remembering is that the acrylic paints I have tend to dry a little darker than I think they will.

Dude, that is awesome. While playing Eve online, I joined a corporation that was composed almost entirely of US Marine (motor mechanic) Corp soldiers.. and they were all rabbid Bronies (that is, adult male fans of the My Little Pony cartoon). At first I was a little worried, but once you watch it, it just sort of TEARS OUT YOUR SOUL AND POURS YOU FULL OF LIQUID SUGAR!
Ahem..
Nice miniature.
