Where do I get all of the powers and features cards? You don't get all of them in the redbox starter set. Also the leveling up in the players handbook is confusing.

Try websites like Amazon.com, Overstock.com, ebay.com or you can even use google to find where you can buy them. Many places still have them available even though from what I understand WotC is discontinuing them.
But the cheapest way is to sign up for the D&D Insider account, which among other things has a character builder, that prints out the cards along with your character sheet. I know you have stated before that you don't have a lot of $$$, but honestly $10 for a monthly membership will be cheaper in the long run than spending $12-20 on cards that are incomplete and only for a single specific class. With the Insider account you get access to the char builder (and what I mentioned above), the Compendium; which gives you access to all the various monsters long with ways to customize their levels and abilities; access to the archives of both Dungeon Magazine and Dragon magazine along with current issues, which is a great resource, and much more. It is well worth the $10 a month in my opinion.....

(If you can't see the image that's OK just make a quick character and see for yourself) OOOOHHH!! I just found this site:) It rints out the character info and you can print the power cards too!
